Illan has been part of ARG Petro since 2023 and serves on the board as the company’s Past President, embodying the spirit of a 4th-generation leader. Illan now serves as President of ARG Construction. In this role, he is accountable for delivering strong results, executing the business plan, and keeping the leadership team focused and aligned. He is committed to building a high-performance culture rooted in legacy, teamwork, and continuous improvement.

As the eldest of three siblings, Illan naturally assumed roles of responsibility, a trait that blossomed during his tenure as the commander of his ROTC unit (E-1) at Texas A&M College Station and as the leader of his high school varsity tennis team, clinching four consecutive district titles.

After graduating from Texas A&M College Station with a bachelor’s degree in renewable natural resources and a minor in business administration, Illan embarked on a journey to expand business ventures, notably spearheading the growth of the Orangetheory Fitness franchise in South Texas. His achievements include successfully launching four locations across different cities (Laredo, McAllen, Corpus Christi, and Mission) alongside establishing two Smoothie King franchises in the Rio Grande Valley. In 2023, he brought that entrepreneurial experience to ARG Petro, joining the family business to help lead its next chapter.

Committed to making a positive impact beyond business, Illan is actively involved in the Laredo community, serving as a board member for the Laredo Boys and Girls Club and the Laredo Chamber of Commerce.

Outside of his professional endeavors, Illan cherishes every moment with his wife and children, prioritizing family time above all else. An avid sports enthusiast, he enjoys unwinding on the tennis court or golf course whenever he gets the chance, showcasing his competitive spirit and love for the game.

David Acevedo is an accomplished General Manager and Chief Estimator with over 20 years of expertise in construction management, land development, and project estimation. He holds a Bachelor’s Degree in Architectural Design from the University of Texas at San Antonio (with minors in CADD, Computer Graphics, and Database Management). David leads every phase of construction from start to finish—overseeing budgeting, contracting, purchasing, and staff allocation while liaising with architects, engineers, city officials, and financial stakeholders. Having directed more than 30 major projects at ARG Construction, his portfolio encompasses key commercial, institutional, and industrial developments, including the Dimmit County Courthouse Annex, UETA Duty Free Warehouse, and multiple regional fire stations. Certified in OSHA 30 and Sage CPC, he combines high-level executive oversight with deep technical competence in project scheduling and estimation.

Carlos Leal is a Project Manager and Designer with over 20 years of architectural design, project estimation, and construction management experience. He holds a Bachelor’s Degree in Architecture from Instituto Tecnológico de Nuevo Laredo and excels in bridging design and field execution by regularly collaborating with architects, engineers, inspectors, and municipal officials. His expertise spans accurate material takeoffs, contracting, purchasing, and project coordination across commercial, civic, and religious developments—including the Dimmit County Courthouse Annex ($6.5M) and the Road Ranger facility ($4.8M). Certified in OSHA 30, Sage Construction Project Center, and proficient in AutoCAD and ArchiCAD, Carlos delivers end-to-end project oversight from preliminary design through final completion.

Brenda Palacios is a results-driven procurement professional with over 10 years of experience in supply chain management, purchasing operations, and contract administration across diverse industries, with a primary focus on commercial construction. In their role at ARG Construction, they oversee procurement activities for large-scale commercial developments valued up to $25M, managing everything from purchase orders, change orders, and subcontracts to material lead times and budget tracking. Leveraging an industrial engineering background, they apply an analytical, detail-oriented approach to negotiating vendor terms, reviewing construction drawings, and aligning procurement timelines with overall project schedules to ensure seamless, cost-effective project execution.

Teresa Beltran is a key financial leader responsible for directing all accounting operations, financial reporting, and budget control at ARG Construction. Reporting directly to executive leadership (GM, CEO, or President), this position oversees end-to-end financial workflows. Utilizing industry platforms like Sage 300 Construction and Procore, the Accounting Project Manager supervises budget preparation, conducts monthly WIP reporting reviews, and ensures full compliance with company policies and financial standards.

Luis Miguel De Anda Avalos is an experienced Project Superintendent and Civil Engineer with over a decade of leadership in commercial, institutional, and municipal construction. Holding a Civil Engineering degree from Instituto Tecnológico de Nuevo Laredo, Luis specializes in site work, MEP operations, concrete work, and end-to-end project execution. His track record includes managing major capital projects valued up to $11M, including high schools, medical centers, and hotels. Certified in OSHA 30, Sage Construction, Procore and AutoCAD, he excels in site safety, quality control, vendor negotiations, and project scheduling.

Javier Castro is an Assistant Project Manager and Project Superintendent with over 15 years of experience in construction supervision, project planning, and facility management. He completed Project Management coursework at Columbia University and possesses comprehensive field expertise in resource allocation, budget analysis, vendor negotiations, and site issue resolution. In his position at ARG Construction and through prior roles—including over a decade as Assistant Facility Manager at Fort Sam Houston—he has successfully driven multi-million dollar projects such as the Harmony School of Science ($33.6M) and the Zavala County Courthouse ($10.4M). Certified in OSHA 30, Procore, and Sage Construction Project Center, Javier excels at executing project plans while maintaining cost controls and strict site safety standards.

Ismael Gutierrez is a hands-on field supervisor with extensive experience directing daily jobsite operations, managing trade crews, and enforcing quality and safety standards on commercial construction projects. Responsible for translating project plans into efficient daily execution, Ismael excels at crew coordination, material staging, equipment management, and short-term scheduling. With a sharp eye for quality control and strict adherence to OSHA safety protocols, they serve as the primary link between project superintendents and field trades—resolving immediate jobsite challenges, monitoring craft productivity, and ensuring work is completed safely, accurately, and on schedule.

Angel Garza Martinez is a Construction Supervisor and a Civil Engineer with over 12 years of experience leading large-scale residential, commercial, industrial, and infrastructure developments. Holding a Bachelor of Science in Civil Engineering from the Universidad Autonoma de  Nuevo León (UANL), he brings extensive expertise in high-rise construction, concrete and steel structures, contractor coordination, and Lean Construction methodologies. He specializes in field operations management, schedule and cost control, quality assurance, and safety compliance, consistently driving multidisciplinary teams to deliver complex projects safely, on time, and within budget.

Luis Velazquez is a seasoned Project Manager and Civil Engineer with over a decade of hands-on leadership in construction management, quality control, and field engineering. He holds a Bachelor’s Degree in Civil Engineering from Instituto Tecnológico de Nuevo Laredo and brings extensive expertise in site work, concrete, utilities, resource allocation, and safety enforcement. His career highlights include overseeing complex public and institutional developments, such as the U.S. General Consulate campus in Nuevo Laredo, school facility additions, and major municipal renovation projects. Certified in OSHA 30, Sage Construction Project Center, Procore, and AutoCAD, Luis excels at contract negotiations, scheduling, site problem-solving, and quality assurance.
